CHERNIHIV MORNING REPORT – Oct 21

Last night northern Chernihiv was without electricity and water following attacks on the region which caused issued with the railway and other logistical routes of the Ukrainian Armed Forces as a result.

Energy workers were standing by ready to restore connections but they were unable to get to the source due to ongoing attacks, while reports suggested the flow of energy was so poor it couldn’t supply apartment blocks or multiple-floored residential buildings, and the Mayor of Slavutych Yuriy Fomichev stated that specialists were working to eliminate the supply in that particular district.

Due to the power outage in the network, multiple suburban trains were running with delays of at least thirty minutes or more, reported Ukrzaliznytsia.

Vyacheslav Chaus updated this morning that energy workers had been able to get to the sites to begin restoring power and water to the communities, while critical infrastructure had been switched to generators, resilience points had been deployed, and their number would be increased if deemed necessary.

Water supplies remained in a difficult situation this morning according to Vodokanal, but the employees of the KP Chernihivvodokanal continued to ensure the region had water supply and sewage disposal.

As such, water was guaranteed to reach the first floor of most places, and up to the 4th or 5th floors of some buildings, while water pumps were also operating near the buildings and in the Masany, Remzavod and Sherstyanka districts.

Water delivery points are going to be organised but the exact locations aren’t going to be publicly announced for security and safety reasons.

According to reports this morning from Russian source Vodka Echo and AMK Mapping, at least 2-3 Iskander missiles struck in Honcharivske, which is presumably where the training centre was said to have been, and over half a dozen Geran-2 drones were heading to the area to observe, recon and attack.

Updates suggested that multiple Russian Geran-2 drones impacted the Kulykivka Substation, which further increased issues with the energy company reconnecting supplies to the region.

Over the course of the past day, the Russian forces struck several energy facilities and infrastructure facilities in the districts of Pryluky, Koriukivka and Nizhyn, reported the SES, adding that fires broke out but were promptly extinguished, and they didn’t report any casualties.
