Monies recovered from Kursk ex-deputy in embezzlement claim

This week the Leninsky District Court of Kursk satisfied the prosecutor’s claim to recover more than 4 billion rubles from convicted ex-deputy Maxim Vasilyev, stolen during the construction of fortifications on the borders.

According to the report, the amount of the claim should be recovered from Vasilyev and other participants of the case, according to their degree of responsibility.

Vasilyev was detained on April 20, 2025, on suspicion of fraud during the construction of fortification structures on the border of the Kursk region.

According to the investigation, Maxim Vasilyev and the general director of KTK Service Andrey Volovikov gave testimony against the former Governor of the Kursk region Alexei Smirnov and his deputy Alexei Dedov, who were detained in a case of fraud during the construction of defence lines.

On the day before, April 19, Vasilyev had been deprived of his powers as a deputy of the Regional Duma on the basis of a written application.

Before his detention, Vasilyev worked as an advisor to the general director of Siemi, which was a contractor for the construction of defence structures, and is currently suing the Kursk Region Development Corporation in an attempt to recover more than 121 million rubles.

At the end of September 2025, the former deputy admitted to bribing the former deputy Governor of the Kursk region Alexi Dedov and the theft of 86 million rubles during the construction of fortifications.

Vasilev stated he wanted to sign a contract with the Ministry of Defence and go to war for a second time, having already voluntarily gone to the war in December 2024.

On December 26, 2025, the court found Vasilyev guilty of embezzling more than 152 million rubles allocated for the construction of fortifications, handing down a sentence of 5 and a half years in a general regime colony and a fine of 800 thousand rubles.

Before this, Governor Khinshtein asked the Kursk faction of United Russia to expel Vasilyev from the party, and Vasilyev had submitted an application for resignation.
