Ukraine Regional Recap and Damage Report from Midnight to 23:59pm on November 3rd:

The report published by AJ News covers information from governors, state emergency services and other officials around Ukraine, including the General Staff and the Ukrainian Air Force, and regions covered in the report include: Cherkasy, Chernihiv, Chernivtsi, Donetsk, Dnipropetrovsk, Kharkiv, Kyiv, Khmelnytskyi, Lviv, Odesa, Poltava, Rivne, Sumy, Vinnytsia, Volyn, Zaporizhzhia, and Zhytomyr.

Russia’s large-scale overnight attack on Ukraine on November 3rd has left the energy system struggling, the water system failing and having to rely on alternate sources, and the inability of electric transportation, including trains, to be able to operate.

Mayor of Kyiv Vitali Klitschko said on Tuesday that due to the strikes, power outages had been implemented as energy workers tried to restore electricity, adding that the disruptions also caused issues to the water supply and operations of the public transportation system.

DTEK announced that three power plants targeted following the Russian strikes had ceased electricity generation after suffering extensive damage, which included the Prydniprovsky, Kryvyi Rih, and Ladyzhyn Thermal Power Plants in Dnipropetrovsk and Vynitsia, while the TE-5 and Zmilivska TPP’s were struck in Kharkiv, and their status is currently unknown.

Prior to the strikes with the X-101 missiles, Russia had used various ballistics to target power plants and facilities in Vinnytsia, Cherkasy (Uman, Kaniv), Kirovohrad, Dnipro, and Kharkiv, looking to cause maximum disruption to Kyiv’s energy supply, after already taking out the TEC-5 and TEC-6, as well as the Darnitsa Thermal Power Plants in the capital.

General Staff

Day 1,714 of the Russian-imposed war on Ukraine started with a report saying that 206 combat clashes were recorded, while Russia lost approximately 2,060 personnel, taking the total for November to 6,660 troops.

Damage or destruction was caused to four armoured combat vehicles, 39 artillery systems, one multiple launch rocket system, four ground robotic complexes, 1,413 unmanned aerial vehicles, 363 various vehicles, and four units of special equipment, as well as one heavy flamethrower system which was destroyed.

Russia reportedly launched 68 air strikes, dropping 234 guided aerial bombs, while the Russians also used 8,297 various types of kamikaze drones, and carried out 2,491 artillery strikes, 61 of which included the use of multiple launch rocket systems.

According to the General Staff, Russia had reportedly lost 138 heavy multiple launch rocket systems, including the TOS-1 Buratino, TOS-1A Solntsepyok, TOS-2 Tosochka, and TOS-3 Dragon, which fire thermobaric or incendiary projectiles, with the intent of creating a powerful explosion and high temperatures over a large area.

The systems are designed to target Ukrainian personnel, shelters, fortifications, and light armoured vehicles, so each loss reduces Russia’s firepower during the ongoing assaults on Ukrainian positions.

Ukraine’s General Staff issued an update as of 10pm, stating that 201 combat clashes had been noted, as Russia reportedly launched 1 missile and 50 airstrikes, dropping 160 guided aerial bombs, while also using 3,910 kamikaze drones, and carrying out 1,865 artillery strikes on Ukrainian positions.

According to preliminary estimates, 71 Russians were killed and 13 were wounded, while 10 wheeled vehicles, three special vehicles, six UAV command posts, and 34 shelters were reportedly destroyed.

Damage was also caused to 11 wheeled vehicles, four artillery systems, two electronic warfare systems, six special vehicles, four UAV command posts, and 174 shelters, while 247 unmanned aerial vehicles of various types were either destroyed or disabled.

Ukrainian Air Force

Russia reportedly used Iskander-M/KN-23 ballistic missiles and Zircon anti-ship missiles, along with 59 cruise missiles (X-101/X/59/X-69/Iskander-K), and 289 attack drones of various types, 120 of which were reportedly jet drones.

According to the morning report, air defences intercepted 3 Iskander-M/KN-23/Zircon ballistic missiles, 49 X-101/X-59/X-69/Iskander-K cruise missiles (with information regarding 3 missiles being verified), and 257 drones, 89 of which were reportedly jet drones.

Hits were recorded by missiles and attack drones at 23 locations, while debris from downed targets fell at another 14 locations.

Cherkasy

State Emergency Services reported that two people were injured following Russian strikes on the region that targeted the Thermal Power Plant and  substation, noting that a fire broke out on the territory of a private property in Cherkasy, damaging at least four nearby residential buildings, and medical personnel provided assistance to the injured individuals.

Russia caused a fire in a residential building in the village of Sloboda in the Cherkasy district which was quickly extinguished by rescuers, while damage was caused to the building of an inactive enterprise in the Zvenyhorod district due to a fire breaking out.

Chernihiv

The region had spent 26 days under air raid alerts in October due to the number of drones that were flying over the region to Kyiv, as well as the others which targeted various districts within the region, as 166 air raid alerts were registered in total last month, and the longest lasted 37 hours and 26 minutes.

Despite the Chernihiv region being exempt from attacks on energy infrastructure, (although two unknown Zircons did impact in the northern area of the region), the region still suffered from serious voltage fluctuations on the power grid, causing trolleybuses to spontaneously catch fire outside the TsUM shopping centre.

Voltage fluctuations also meant that water had to be supplied on a schedule to the Nizhyn districts, according to the city council, giving a 3 hours schedule between 6pm and 9pm in the evening, along with another 3 hour period between 6am and 9am, and residents were urged to store water where possible.

Chernivtsi

An administration building at a critical infrastructure facility was reported to have been damaged by a fire, according to the State Emergency Services.

During the downing of a Russian drone over another settlement, a fire broke out on the grounds of a private property and caught fire, which partially destroyed the roof, flooring, and household items, while damage was also caused to windows and doors of neighbouring residential buildings, but thankfully there were no casualties.

Dnipropetrovsk

Two people were killed and 20 injured following the Russian strike that impacted near the local police precinct and administrative areas of the city, according to law enforcement officials and the Head of the Regional Military Administration Oleksandr Ganzha, adding that fourteen people were in hospital, including three men in a serious condition.

As a result of the impacts, a portion of the police precinct was almost completely destroyed, and several police vehicles were also damaged, but investigation teams from the police were continuing to work at the scene of the attack, documenting the consequences and assessing the overall damage.

Twenty residential buildings were reported to have been either damaged or partially destroyed, according to City Mayor Boris Filatov, stating that the attack also struck a water intake facility, a gymnasium, a kindergarten, a music school, a library, a cultural palace, and an outpatient clinic, damaging more than 1,000 windows, and in some places, doors and radiators were completely ripped out.

Five men were injured following a Russian strike on the Lubymivska community of the Dnipro district, reported Head of the Regional State Administration Oleksandr Ganzha, stating that the men were hospitalised in a moderate condition, and infrastructure had been damaged in the attack.

Ten people were injured in the Nikopol district, which included three women and a man being admitted to hospital in a serious condition, while three other people were hospitalised in a moderate condition, and three were being treated as outpatients, as damage was reported to a multi-story building, a store, and a farm enterprise.

A 42-year-old man and a 72-year-old woman were injured in the Kryvyi Rish district, and will be treated at home, Ganzha reported, stating that private houses were damaged in the communities of Zelenodolsk and Apostoliv, as well as damage to private homes in the Mykolaiv community of the Synelnykove district.

Donetsk

State Emergency Services contained fires in Sloviansk by mid-afternoon which had broken out following the Russian nighttime strikes, explaining that four garages and two cars were on fire, but due to the threat of a repeated strike, the firefighters had to stop tackling the flames.

Russian troops dropped four aerial bombs on the village of Yasnohirka in the Kramatrosk district, killing one person and injuring five others, according to the Regional Prosecutor’s Office.

State Emergency Services said that Russia dropped four aerial bombs on the village, damaging 16 private residential buildings, and causing a fire to break out in one of them, noting that rescuers were forced to suspend operations due to the security situation.

Primary care hospitals are accepting patients between 11:30am to 1:30pm and outpatients are operating from 11am to 4pm, due to the change in curfew hours, reported the Kramatorsk City Military Administration.

Kharkiv

The Russian strikes with guided aerial bombs and missiles that targeted Kharkiv’s energy infrastructure missed their target last night, impacting in an area between two buildings of a hospital, injuring 73 people nearby, while more than 200 patients had to be evacuated to nearby hospitals.

As a result of the attacks on the TEC-5 power plant and the Zmiiv power plant, there was a loss of supply of power, heating and hot water in the city and nearby districts and villages.

Three medical facilities and seventeen apartment buildings were damaged by the strike that landed near the hospital, reported the administration of the city’s Nemyshlyansky district on Tuesday morning.

One of Kharkiv’s energy facilities was targeted this morning with a Bandera missile, according to the director of the city’s department for emergency situations Bogdan Gladkyi in an interview with United News.

Gladkyi added that Russia also struck a heating and energy facility with two Iskander-M missiles during the night, causing disruptions to the region’s electricity and heating supplies.

Approximately three hours after the interview, Chuhuiv Mayor Galina Minayeva reported that there was a complete power outage in the district, as energy workers attempted to resolve the situation, and the causes of the outage were being investigated.

Spokesperson for Kharkiv’s Regional State Administration Anna Gontar reported that as a result of the Russian strike on Izium on November 2, 26 people were injured, including two children, adding that seven adults and an 11-year-old boy also suffered acute stress reactions, while noting that the rescue operations at the site had been completed.

Mayor Ihor Terekhov had some good news in the evening, reporting that the medical facility that was damaged in Nemyshlyansky is planning to resume operations within a few days, noting that some equipment was damaged, so the task was to restore the operation of at least one of the departments within the next few days to be able to provide medical services at the facility.

Khmelnytskyi

Russia targeted the 750kV substation that is critical to the operation of the Khmelnytskyi Nuclear Power Plant with three drones today, according to Energy Minister Denys Shmyhal, warning that strikes pose a threat to nuclear safety across Europe, and the IAEA had been informed.

Kyiv

Emergency power outages in the capital were reported by Mayor Vitali Klitschko on Tuesday, while the Kyiv State Administration also reported on possible disruptions to the water supply following the strikes, reminding residents that drinking water could be obtained from public fountains in the city.

As a result of a Russian drone strike on the village of Khotiv in the Obukhiv district, a 14-year-old child was killed, and his mother who was born in 1988 had been injured.

Rescuers reported that a fire broke out as a result of the impact in a two-story private residential building, noting that the child’s body had been found under the rubble during search and rescue operations, as Head of the Kyiv Regional State Administration Timur Tkachenko reported the teenager was 14-years-old.

Due to blackouts in the city in the evening, commuters who had travelled for work in the capital were unable to return home, as the electric transportation system collapsed, leaving queues of people waiting at transport stops.

Mayor Vitali Klitschko reported that the electricity supply in Kyiv was extremely difficult, stating that in the areas with the most severe electricity shortages, heating points are being set up where residents can charge their phones and other devices, as well as have a cup of hot tea.

Both electricity generation and transmission have been damaged throughout the country, while additionally, as a result of the recent attacks, the facilities of the Kyiv energy hub had also been damaged.

Emergency power outages, widespread water shortages, and severe disruptions in public transportation are to be expected for the days and weeks to come, announced the Mayor.

DTEK said that due to damaged power lines, even the generators were struggling to work, because of a malfunction at one of the substations, which happened when voltage surges occurred, and caused the cables that power the pumps to burn out, meaning that water supply was interrupted in Bucha, as water was being partially supplied from a water tower with low pressure.

The situation on the electricity supply in Bucha is also critical at the moment, with all boiler rooms and water supply facilities operating on available backup power sources, including diesel generators to help provide heat, and batteries supporting the operation of pumps, but due to the difficult situation, the community is preparing to open additional ‘invincibility points.’

Protection of the electrical substations came into question following the Russian strikes on Tuesday morning, as photos showed almost no work done, just exposed rebar, according to Serhiy Sternenko, who said that a number of facilities hadn’t had any defensive work completed at all, while other sites had been completed incompletely or had serious deficiencies.

Odesa

Russian strikes resulted in serious damage to a power grid facility in the region, according to the regional administration, who stated that the destruction of energy equipment caused disruptions in the energy supply in the region.

The Russian forces also reportedly damaged energy and commercial infrastructure in the evening strikes on the region, according to the Head of the city administration Lysak, noting that the information about the extent of the damage was being clarified.

Damage to the energy infrastructure was reported around the same time as footage began appearing online of a drone strike that reportedly hit the ‘Semya’ shopping centre in Odesa.

Poltava

A Russian drone crashed in the Lohvytska Territorial Community, according to the Head of the Poltava Regional Administration Vitali Dyankanych, who stated that windows of a private house were damaged as a result of the impact, but no one had sought medical attention.

Rivne

Damage was caused to one of the region’s substations as a result of the Russian strikes with drones overnight, leading to emergency power outages in the region, according to Rivneoblenergo, asking people to use electricity sparingly while attempts were made to restore connections and stabilise the grid.

A worker at a Ukrnafta fuel station was injured following a Russian drone strike on Sarny this afternoon, reported acting chairman of Naftogaz Serhiy Fedorenko, while Rivne Police confirmed the 37-year-old man was hospitalised in a moderate condition, but his life was not in danger, and rescuers had extinguished the fire that had broken out at the scene, noting that damage was caused to equipment and one vehicle.

Sumy

Russia had allegedly targeted civilians in the Velikopysariv community with drones since the morning, according to Head of the Regional Military Administration Oleh Hryhorov.

As a result of the drone strike, a woman who was riding a bicycle between the settlements of the community had been seriously injured, and was in hospital receiving medical assistance, the RMA reported.

Russian servicemen also targeted a vehicle belonging to a local resident, but the people managed to leave the car before the drone impacted, which eventually resulted in the car burning down, Hryhorov stated.

Water pumping stations in the region have been switched to an emergency power supply, according to Misvkodokanal, noting that water will be supplied at reduced pressure according to a schedule until 10pm, and after the voltage in the power grid has stabilised, the water supply will be restored to normal.

Vinnytsia

Following the Russian attack on the Ladyzhyn Thermal Power Plant, partial disruptions were reported to the electricity and water supply, reported acting mayor Oleksandr Kolomiets, noting that utility services were working to restore services, and there was no information about any injuries, while adding that the city is gradually transitioning to alternative sources of heat.

Volyn

Russia attacked an infrastructure facility in the region, which was confirmed by Mair Chaika, who noted that most consumers in the region were without electricity, and the local water utility company was switching to backup power sources, while the city centre of Lutsk is also reportedly without a power supply, as utility workers attempt to restore connections.

Zaporizhzhia

The number of fatalities that occurred as a result of a Russian strike on a humanitarian aid distribution point in Kamyshevakha was reported as 31, according to the acting head of the Regional Military Administration Mikhail Semikin.

Semikin said it is important to note that Russia used a FAB-3000 aerial guided bomb that weighs 3 tons, containing almost 1.5 tons of explosives, often used to destroy powerful concrete fortifications and bunkers.

Russia released drone footage, published by The Wrong Side, which showed the 3,000 KABs that were used on Komyshuvakha, which killed 31 people, and another 50 are still missing, believed to be under the rubble.

In total, the Russians reportedly launched 9 aerial guided bombs, including the extremely rare ‘Triton’ bomb that has more than 1,400kg of explosives.

Head of the Regional State Administration Ivan Fedorov said that the school had been built according to all standards, but no underground structure in Ukraine could withstand a direct hit from weapons of such power.

Zhytomyr

Three people were injured as the result of a drone strike on a farm in the Lyubar community, according to the regional administration, reporting that one of the injured was in a serious condition, but all three had been hospitalised.

Due to the damage done to the local Thermal Power Plant and other energy infrastructure, the region was without power for the evening, and resilience points had been opened to help residents to charge devices and find warmth.

185 homes were reportedly without heating following the attacks, because part of the boiler room was unable to operate due to the lack of electricity.
