Energy issues in Kharkiv and civilian damage following multiple Russian attacks on the region

An attack on the Kharkiv energy infrastructure that supplies the city meant a lack of power for many residents, as energy workers attempted to restore supply.

Kharkiv Mayor Igor Terekhov said: “There was a stoppage of public transport, a stoppage of the metro. In addition, almost all electric transport was stopped. There are serious power disruptions. Yes, you can see, there are outages in power supply. Now we are working, the energy services are working to do everything possible to restore supply.”

At the time of the interview, Terekhov said it was impossible to estimate the number of subscribers who remained without power, or the timescale of when it could be reconnected.

Terekhov later added that the buildings that were left without heat as a result of the Russian strikes from the previous day were also likely lacking a power supply yesterday.

“There is absolutely no round-the-clock electricity supply. There are cases when there is no light in these buildings for 3-5 hours. But Kharkivoblenergo is doing everything possible. They make adjustments when there are complaints, and we have such monitoring, they try to do everything possible to connect as quickly as possible.,” Terekhov said.

Terekhov continued: “They have certain problems and certain opportunities – these problems have become more serious after today’s attacks on the energy sector – but there are agreements, and I am in contact with the management of the regional energy company, to adjust these disconnections, if they occur, so that they are very, very short.”

Russia had used Tornado-S multiple launcher systems to attack Kharkiv yesterday morning, reported the regional police spokesperson Alyona Sobolevskaya.

Energy Minister Denys Shmygal visited the energy infrastructure facilities that had been damaged in Kharkiv, according to posts on Shmygal’s Telegram channel.

“About 100,000 families are left without centralised heat. I inspected the progress of the repair work. Energy workers are working around the clock to restore electricity and heat, but the damage is significant,” Shmygal wrote.

Shmygal continued: “I also familiarised myself with the engineering protection at the facility that was damaged after the attack. Thanks to the protection, the main equipment is being preserved. We discussed the urgent needs of Kharkiv energy workers. I have the task to transfer the necessary equipment from the Energy Ministry hub for prompt restoration.”

During the past week’s power outages and freezing temperatures, almost 10,000 people made use of the services in the emergency shelters of the Kharkiv region, reported Head of the Regional State Administration Oleg Sinegubov.

According to their data, there were currently 781 shelters operating in the region, and an additional 55 were ready to start working within 2 hours, while the region can also deploy 354 heating shelters where necessary.

Russia also struck critical infrastructure yesterday in the Lozova community, leaving more than 3,000 subscribers in the village without water, reported the Mayor of Lozova Sergei Zelensky.

As of last night, the electricity supply was gradually returning to homes of residents, as trams and trolleybuses in the areas without power in the morning resumed their services after 11 o’clock.

In Kupyansk-Vuzlovoy, a man died as a result of a strike, likely from an FPV drone, which happened on January 31 at the entrance to the ferry crossing on the Oskil River – the man’s death was reported on February 4 by the Head of the Kupyansk Regional State Administration Andrey Kaneshevich.

Russia launched a strike with a lancet drone against the Bakhtin Borovskaya community, causing two women to suffer minor injuries, reported the Head of the Izium District Administration Stepan Maselsky.

According to Maselsky, damage was caused to a civilian car, an emergency aid vehicle, and a Ukrposhta vehicle during the strike.

The attack occurred near a centre for the distribution of humanitarian aid, reported the Director of the Emergency Medical Care Centre Victor Zabasta, noting that the woman who was admitted was in a satisfactory condition.

“An ambulance was parked nearby – the medics were in the building during the attack and were performing their duties, they were not injured. The ambulance was armoured, and the car received minor damage,” said Zabasta.
